What is the 4- Year Delivery Plan?

The 4 Year Delivery Plan is a key strategic document that outlines how the City of Unley will deliver on its long-term vision, as set out in the Community Plan ‘Towards 2050’. It includes major projects, service improvements, and targeted initiatives designed to enhance community wellbeing, environmental sustainability, economic prosperity, and quality of public spaces.

    Why is this plan important?

This plan ensures Council’s actions are aligned with community aspirations and provides a clear roadmap for how services, infrastructure, and initiatives will be delivered over the next four years. It is a tool for transparency, accountability, and future-readiness.

How does this plan relate to the Community Plan ‘Towards 2050’?

The 4 Year Delivery Plan brings the Community Plan to life by outlining specific, measurable actions under its key themes: Community, Environment, Economy and Places & Spaces. It helps track progress toward achieving the broader 25-year vision.

What are the key focus areas of this plan?

The actions detailed in the Plan are aligned to the four theme areas of our Community Plan; Community, Environment, Economy, and Places & Spaces. In addition, we have identified 6 key strategic projects, known as our ‘Strategic Six’, that will be a focus for annual budget consideration and execution over the next 4 years. These projects have been selected as:

    • They have a significant positive impact across multiple theme areas of the Community Plan
    • They provide opportunities to achieve positive intergenerational outcomes
    • They require engagement with our community and key stakeholders to co-design or share ownership to deliver the best outcomes

What services does the plan cover?

It includes both existing core services (like waste collection, libraries, footpath upgrades, and community health programs) and new initiatives that address emerging challenges like climate resilience, urban greening, inclusive community engagement, and economic innovation.

    How was the Plan developed?

Council used a collaborative process that involved:

    - Reviewing community aspirations

    - Consulting staff, elected members, and stakeholders

    - Analysing data and aligning with regional, state and national strategies.

How will the Plan be funded?

Implementation will be supported through Council’s Annual Business Plan and Budget, as well as partnerships and grants from other levels of government. Financial decisions are guided by the Long-Term Financial Plan to ensure sustainability and accountability.

How will the community benefit from this Plan?

Residents, businesses, and visitors will benefit from:

    - Greener and cooler neighbourhoods

    - Better access to community programs and infrastructure

    - More vibrant business precincts

    - Improved waste and recycling services

    - Safer and more connected public spaces.

How can I have my say on this draft Plan?

The community is invited to provide feedback through the Your Say Unley online survey. The survey is open until 11.59pm Monday 26 May 2025.

    How will Council track progress?

Each action includes clear success measures, roles, and responsibilities. Council will regularly monitor and report on progress to ensure transparency and allow the community to see how their input and rates are delivering outcomes.
