Community Consultation Outcomes
Thank you for helping to shape our community By-laws.
During the consultation period, a total of 49 responses were received. All feedback received was reviewed and considered by Council.
At its meeting on Monday 27 June 2022, Council resolved to make the By-laws with some amendments to take into account community feedback.
Amendments included:
- Minor formatting and editorial changes.
- Removal of clause 9.7.2 of the Local Government Land By-law No. 3 of 2022, regulating the operation of vessels on waters on Local Government land.
- Removal of clause 7.8.2 of the Roads By-law No. 2 of 2022, the prohibition on locking, affixing, placing or leaving a bicycle, scooter or other mobility device on any object on a road (eg a signpost) that was not specifically designed and set aside for that purpose (eg a designated bike rack).
- Removal of clause 7.14.2.2 of the Roads By-law No. 2 of 2022, the prohibition on placing waste containers in a position on a road that is under the overhanging branches of a tree.

The new By-laws will come into effect four months from the date of publication in the South Australian Government Gazette, anticipated to be late November 2022.

We are inviting community feedback on our By-laws.
From pets to playgrounds to waste to signage, the City of Unley By-laws are there to ensure that Council can respond to issues within the local area and aim to protect the convenience, comfort and safety of our community.
Our By-laws are reviewed every seven years to ensure they are relevant, meet the needs and expectations of our community, and are up to date with current legislative requirements. The current By-laws will expire on 1 January 2023.
The City of Unley is proposing the following five By-laws:
- By-law No. 1 – Permits and Penalties
- By-law No. 2 – Roads
- By-law No. 3 – Local Government Land
- By-law No. 4 – Moveable Signs
- By-law No. 5 – Dogs
We are inviting the local community to have a say on the draft By-laws before they are formally adopted.
To assist you in getting a better understanding of the By-laws and the review process, you will find on this page the proposed draft By-laws, access to the current By-laws, a summary of the proposed changes, and answers to some frequently asked questions.
How can I have a say?
The public consultation period will commence on Friday 29 April 2022 and will close 5pm, Monday 23 May 2022.
Members of the community can provide feedback on the proposed By-laws in the following ways:

- Post: written submissions to the Chief Executive Officer, PO Box 1, Unley SA 5061.
Feedback will be accepted until 5pm on Monday 23 May 2022.
Hard copies of the proposed by-laws are available for inspection, free of charge, at the Unley Civic Centre (181 Unley Road, Unley), all City of Unley community centres and libraries.
