About this Project

Council has received complaints about congestion along Everard Avenue due to high occupancy of on-street parking along the length of the street. Additionally, there have been reports relating to increasing demand for on-street parking in Third and Fourth Avenues south of Everard Terrace.

Council has undertaken an investigation into parking activities in the area and gathered data relating to on-street parking from observations made during multiple site visits. The objective of this community engagement is to provide residents within the affected streets, details of the findings from this investigation and provide an opportunity to have a say on the possible introduction of parking controls.


Project Background

Most concerns raised relate to a lack of access to on-street parking for residents. In addition to this, there is strong sentiment that the high occupancy of on-street parking is due to demand from outside of the immediate area, that is not associated with local demand (not within Council boundaries).

It is Council’s aim to seek a solution that achieves a more equitable balance between meeting the parking needs of residents, their visitors, and the local community needs within council’s boundaries. The majority of streets in Everard Park north of Everard Terrace, already have parking controls. These streets support a variety of timed parking controls ranging from No Parking between 8am-10am Mon-Fri, in some locations, to timed parking controls in other locations (i.e. 2-hour parking). Observations indicate this variety of parking controls is proving effective in managing/mitigating high on-street parking occupancy whilst providing access to on-street parking that accommodates the needs of local users.

In contrast to this, streets south of Everard Terrace generally do not have parking controls, as the demand for on-street parking has been historically lower. This appears to be because these streets are positioned further from businesses located outside of Council boundaries that appear to be generating the demand, and further from public transport suitable for commuters to the Adelaide CBD.

This recent study has identified various sections of Everard Terrace are experiencing high on-street parking occupancy with levels ranging between 50% up to 80% along Everard Terrace. It is reasonable to consider this demand for on-street parking could be indicating a preparedness for commuters to walk distances greater than previously experienced. With consideration for distances commuters appear to be prepared to walk, we are seeking your feedback on options to extend parking controls into Everard Terrace and in sections of Third and Fourth Avenues between Everard Terrace and Orchard Avenue.


Proposed Options

We seek your feedback on Options 1-3 presented below. Please complete the Everard Terrace Parking Survey to indicate you preferred option. Please note that feedback from affected residents and property owners will be considered only.

Option 1

  • Introduction of a No Parking Zone control on the northern side of Everard Terrace, operational from 8am-10am, Monday to Friday, and no change to parking on the southern side of the street.
  • Introduction of a No Parking Control Zone on the eastern side of Third and Fourth Avenues, operational 8am-10am, Monday to Friday, and no change to parking on the western side.

This option will primarily dissuade commuters from leaving their vehicles parked on-street for the whole day on one side of these streets, providing greater access to some on-street parking for locals. Additionally, this control provides minimal imposition for residents who do not wish to apply for and purchase permits, as there is only a short period of time the parking control is operational within the street.

Option 2

  • Introduction of a No Parking Zone control on the northern side of Everard Terrace, operational from 8am-10am, Monday to Friday, AND introduction of 2-hour timed parking control, 9am-5pm, Monday to Friday, on the southern side of the street.
  • Introduction of a No Parking Control Zone on the eastern side of Third and Fourth Avenue, operational 8am-10am, Monday to Friday, AND introduction of 2-hour timed parking control, 9am-5pm, Monday to Friday, on the western side of these streets.

Option 3

This option proposes no changes to the on-street parking.
