Council has developed new draft financial plans for both the short and longer term and is now keen to hear what you think.

Each year, Council must make important decisions about how to allocate ratepayers' funds to deliver the vast range of programs and services it provides the community. These decisions are articulated in the development of an:

  • Annual Business Plan and Budget; and a
  • Long Term Financial Plan.

Annual Business Plan and Budget

Before a council adopts its plans it must prepare a draft of each Plan and undertake a public consultation process. In drafting the Draft 2020-21 Annual Business Plan, Council seeks to achieve a reasonable degree of rate stability over time while ensuring ratepayers are paying for those services and contributing towards the infrastructure they require.

Long Term Financial Plan

A Long Term Financial Plan assists Council with developing a budget within a prudent, longer-term financial framework. The key objective is to ensure financial sustainability in the medium to long term, while still achieving Council’s goals as detailed in the Community Plan 2033 and Annual Plan objectives. This Long Term Financial Plan has informed the development of the Draft 2020-21 Annual Business Plan.

    The City of Unley draft Annual Business Plan 2020-21 maintains the current level of service delivery and ensures financial sustainability is retained. The draft budget is based on:

    • a 0% general rate increase;
    • new capital of $2.255m  and $9.848m in renewal capital expenditure;
    • no new borrowings.

    The City of Unley draft Long Term Financial Plan 2029-30 maintains a similar level of service delivery throughout the period and ensures financial sustainability is retained. The draft long term plan is based on:

    • an average 1.99% general rate increase per annum;
    • new capital expenditure of $30.3m and $83.5m in renewal capital expenditure;
    • average Net Financial Liabilities Ratio of 23%; and
    • average Asset Sustainability Ratio to Depreciation of 80%.
