What was decided at the 28 April 2025 Council meeting?

At its meeting on 28 April 2025, the Council decided to go out to public consultation on the fence design options presented to the Council at that meeting, as well as an additional option of a perimeter fence with regular spaced gates around Unley Oval appropriate to the current match day alignment, without brick pillars and arches.

What inspired the various fence designs?

The alternate fence options are an architectural design response to the community’s feedback, which highlighted important design themes such as openings, transparency, access, safety, security, local area character and aesthetic appeal.

What is the purpose of this consultation?

This consultation aims to gather community feedback on the alternate fence designs proposed for Langham Terrace, Frederick Street, and Trimmer Terrace to understand which design options the community prefers.

What design options are being considered?

There are two design concepts for both Langham Terrace and Trimmer Terrace, and four design concepts for Frederick Street. All fence design concepts include regular spaced gates.

Will a 'no fence' option be included in this round of consultation?

No, the 'no fence' option will not form part of this stage of consultation as feedback on this option was already sought during the first stage of consultation in 2024.

Will the toilet block be included in this round of consultation?

No, the toilet block upgrade is not part of this round of consultation as it is part of Council’s standard asset renewal program.

How much is the fence going to cost?

During the Stage 1 consultation, community members expressed interest in understanding the potential cost of installing a perimeter fence. At that time, no design had been developed, and therefore no estimate could be provided.

For Stage 2, and in response to ongoing community interest, a preliminary project estimate has been prepared based on the current concept designs. The estimates include the Langham Terrace, Trimmer Terrace, and Frederick Street frontages, as well as standard on-costs and contingency.

    Preliminary Cost Estimate

    Langham Terrace

    Budget Estimate

    Fence with Columns

    $270,000

    Fence without Columns

    $185,000

    Trimmer Terrace

    Budget Estimate

    Fence with Columns

    $170,000

    Fence without Columns

    $115,000

    Frederick Street

    Budget Estimate

    Fence with Columns

    $250,000

    Removable Fence Panels

    $220,000

    Fence with Planters / Seating

    $225,000

    Fence without Columns

    $140,000

In summary, if the oval was to be fenced with brick columns and infill fence panels, the estimate values the work at approximately $690,000. Alternatively, if it was a simple fence of fixed posts and infill panels, it would be valued at $440,000 – a difference of $250,000.

These costs are for the features required for perimeter fencing only. Additional landscape treatments to ‘make good’, new entry archways, as well as renewal of the toilet block or the streetscape works proposed at the Langham and Trimmer Terrace entry plazas are excluded from the estimates.

What allocation has been made by Council for the Unley Oval Fence in the 2025/26 Draft Budget – I can't see anything?

There is no allocation of funding in the 2025/26 Council Budget, as the Council has not yet made a decision to either endorse a final design or not proceed further with the project.

Are there funding partners who could contribute to the fence cost?

Yes, potential funding partners for the Unley Oval fence project could include the State and Federal Government, peak sporting bodies, and the Sturt Football Club. The focus will be on seeking partners who are either key stakeholders in Unley Oval or who have a history of supporting grassroots sporting initiatives through direct financial contributions.

Will the Bali Memorial be impacted by any of the various fence design options?

No, the Bali Memorial will remain in its current location and will not be impacted by any of the fence designs. The Memorial will remain outside of the fenced areas in both the Trimmer Terrace fence design concepts.

When will the community consultation take place?

The public consultation will commence Thursday 19 June 2025 and will run for a three-week period until 11.59pm Thursday 10 July 2025.

    What happens after the consultation?

Following the consultation, community feedback will be reviewed and summarised in a report, which is expected to be presented to Council on Monday, 25 August 2025.* This report, along with other considerations, will assist Council in deciding whether to endorse a final design or not proceed further with the project.

    * Subject to the volume of feedback received and the time required to appropriately address matters that may be raised.
